Resolution lets Belton seek membership into CT Water Alliance

Belton City Council passed a resolution authorizing the submission of a membership application into the newly formed Central Texas Water Alliance, a regional water authority created to coordinate long-term water planning, infrastructure development and resource management across the area.
According to Assistant City Manager Matt Bates, City Council applied for membership into the alliance back in September 2025, but the city was notified that CTWA requires a resolution authorizing the membership application. The resolution was passed last Tuesday.
“Staff has been notified that the CTWA requires a resolution of the City Council authorizing the membership application,” Bates said. “In addition, the city is required to publish a notice of intent to join the Central Texas Water Alliance, which will provide citizens with the information necessary to speak for or against membership.”
A $1,000 fee is due along with the application submission, and the annual cost of membership is $5,000.
The resolution passed last week says the CTWA was established to promote regional collaboration among municipalities, water providers and other governmental entities to address shared challenges related to water supply and demand, economic development, public health and safety, environmental protection and drought resilience.
Bates said growing population and continued development in Central Texas are placing increasing demands on existing water infrastructure and supply capacities.
Participating in the alliance will ensure that Belton has representation in regional water-planning efforts, access to state and regional funding opportunities and the ability to collaborate with neighboring communities to proactively plan for future water needs.
Also, Freddy Robles was appointed to be a candidate for election to the board of directors of the Central Texas Water Supply Corporation. Robles, Belton’s assistant director of public works, is currently serving on the board, and Director of Public Works Scott Hodde recommends that Robles continue in this role.
